Weather Resilience and Climate Change Adaptation Strategy Manager

David joined Network Rail (Scotland) in May 2022 and is responsible for developing the organisation’s approach to climate adaptation. He leads their Adaptation Pathways Programme and, in April 2024, published their five year Climate Ready Plan, marking a key step towards a longer-term adaptation strategy. David also helped establish the Climate Ready Infrastructure Scotland forum, which he now co-chairs.

Prior to joining Network Rail, David was the first Climate Scientist at Historic Environment Scotland (HES). In this role, he led the organisation’s first climate change risk assessment across its properties in care – including Edinburgh Castle and Skara Brae – developed a sector-leading Guide to Climate Impacts on the Historic Environment and delivered HES’s first climate change adaptation plan.

David holds a BSc in Earth Sciences from the University of Glasgow and an MSc in Geological and Environmental Hazards from the University of Portsmouth.
