Étienne Espagne


Étienne Espagne is a senior climate economist at the World Bank, Co-Director of the C3A program (https://www.climatecapacitycoalition.org/) and an associate researcher at CERDI. His research focuses on assessing the macro-financial aspects of low-carbon policies as well as climate and nature impacts, especially in the context of developing and emerging economies. Étienne holds a PhD in environmental economics from the École des Hautes Études en Sciences Sociales (EHESS) and an engineering degree from the École Nationale Supérieure des Mines de Paris.

The Baku to Belem roadmap discussed ahead of the incoming COP30 in Brazil aims at closing the global climate financing gap. But what are the factors hindering the financing of mitigation and adaptation investments in emerging and developing countries? How can they be potentially overcome and what is the macro impact of different financing strategies? We present different country cases and corresponding analytics of what could be a country-level Baku to Belem roadmap.
